The establishment relocated to the heart of Singapore's shopping belt in 1998, but carefully maintains a cosy,
quiet and private environment for patients, without sacrificing convenience.
A broad range of facilities is available at the skin clinic. There are
four consultation rooms where patients
meet doctors, four treatment rooms where surgery and laser treatments take place, and special waiting rooms for
the preparation of patients scheduled for procedures.
Specialist Skin Clinic even offers ultraviolet radiation (UVB) phototherapy, which is carried out in a special
treatment room. This unique service, for the treatment of eczema, psoriasis and
vitiligo, is currently still not
widely available in private clinics.

Specialist Skin Clinic is staffed by three dermatologists — managing partners Dr Cheong and Dr Phay
Ken-Lin, and associate Dr Neoh Ching Yin.
Their combined set of specialisations makes the practice the go-to clinic for all manner of skin,
nail and hair issues, be it for adults, children, or even babies.
"We provide a complete range of dermatological services, but each of us has our own area of special
interest," said Dr Cheong.
He added that patients may be referred to another doctor within the practice for a second opinion,
and even to manage the patient's case, if deemed fit. "This is so that patients enjoy the best
treatment outcome possible," said Dr Cheong.
He is particularly adept in the treatment of psoriasis, acne and atopic dermatitis (eczema), and has
spent time in London's renowned St John's Dermatology Centre to train in the use of ultraviolet
radiation to treat skin conditions.
For Dr Phay, her area of expertise lies in cosmetic dermatology and the treatment of acne and acne
scars. Years of experience has her conversant in different types of treatment for aesthetic purposes
that include the use of various types of lasers and intense pulsed light (IPL).
As for conditions such as hair loss, recurrent oral ulcers, and blistering skin diseases, among
others, Dr Neoh takes the lead. She was practising at the National Skin Centre and part of the
teaching faculty at the National University of Singapore (NUS) Yong Loo Lin School of Medicine prior
to joining Specialist Skin Clinic. She remains an invited reviewer for local and international
peerreviewed journals.
Three Times The Expertise
Dr Cheong, Dr Phay and Dr Neoh have more than 60 years of combined experience in dermatological
practice under their belts.
Before entering private practice, Dr Cheong had practised in dermatological centres both locally and
in London. He also served as President of the Dermatological Society of Singapore from 2000 to 2005.
In recent years, he has spearheaded roundtable meetings on acne, atopic dermatitis and quality
skincare, involving key opinion leaders in South-east Asian countries.
Dr Phay also had extensive training both locally and overseas. She obtained her Diploma in
Dermatology from the University of London after completing dermatology training at the former Middle
Road Hospital in Singapore.
As for Dr Neoh, she received training from NUS and the National Skin Centre here before undergoing
further studies at the renowned Mayo Clinic in the US.
The dermatologists balance research and practice as part of the clinic's overall mission. "e aim to
